According to me, the main motto of exchanging links is to share the information to greater extend with people who are running the same busines as well as with the public... so its must that the link you getting from other should be relevant.. if its relevant you are getting the chance to increase your visitors ---> if visitors increased, search engines assume that your page is popular ---> so yep!!! you can get good PR... for me, link exchange will be effective if your link partner is a quality website or blog.... the website where people or users always pay a visit, and also websites or blogs that are search engine friendly, where search engines is regularly crawling the website or blog...
and one thing, i think PR of the website or the blog is useless if it's not related to yours... It still works and result is at its best when you have linked exchanged to same niche as yours. Yes link exchanging is beneficial but it depends on the links. Whether you're getting two way or three way links. If you're getting three way back links that is okay but two way links are not good at all..
