Install an Alternate Language

Everytime I try to install an alternate language, it rebuilds the english default..

I create a new language and then try to upload the .xml.. after the upload it automatically rebuilds all languages to the newly uploaded .xml


is there a tutorial on this or can someone let me know what I'm doing wrong?

also I keep getting a security token error when using the search here now.. is anyone else having that problem?
