iframes and html4 strict

i am so frequently directed to the w3c.org page from here that I figured it was about time I studied it more closely.<br />

There is one thing there that bothers me a little, so I turn to this venerable community for explanation...<br />
<br />
The way I read it, html4 requires declaration of the document type. The aim is to have developers move their sites over to an html strict format BUT...<br />
<br />
When I read the spec for that, it appears that frames (and that would include iframes, which are enormously useful) are not supported. Is this correct, or have I misinterpreted?<br />

It also appears that the JavaScript function "innerHTML" will not longer be supported. Again, have I misinterpreted?<br />
