I have made a web host at Free Web Hosting with PHP, MySQL and cPanel and i want to know how i can make a forum using my <-- REMOVED --> free web hosting address i made.

Please explain slowly and easily to understand.

first download vbulletin (vBTEAM Underground - Free vBulletin Hacks, Skins and Support) and then read the instructions in it to install.....

000webhost.com, I wouldnt bother, either change host or use a free forum script like phpBB or smf
