When it says YOU MUST DELETE THE FOLLOWING FILES BEFORE CONTINUING:
install/install.php
do you delete the whole folder.

You can either delete just the file but it's advised to delete the whole folder.
install.php is a file inside the folder install.
The reason why they ask you to delete this file is because it is no longer required once you have installed your product.
And on a security note anyone can enter your website name into a browser and add install.php on the end of it and really mess up your forum.
