I know this is possible in CSS, but how?

I have tried working for hours trying to find out how to do colored scrollbars. I know its possible to do, because why else would this be in a css reference? A picture is in the .zip file"Colored scrollbars" work only in Internet Explorer, the proprietary markup translator. This means that they are invalid CSS and should not be used.
