I have a porblem in the installation

when i try to install the vbulletin
i do this :
enter the customenr number: pass
first step: pass
Second step(config.php) PAss
third Sptep: Fail
i get this:
(The database has failed to connect because you do not have permission to connect to the server. Please confirm the values entered in the 'includes/config.php' file.) Anyone knows how to fix it?
 
make sure u put all the correct info in the config.php file and chmod all folders and files to 777 except for keygen.php
