HTML How do you autoscroll a progressive div only when scroller is at bottom?

I'm trying to create a div that autoscrolls when the scroller is posistioned at the bottom. If scroller is not at the bottom of the div then dont autoscroll. How do you create this using jquery, javascript and html?Example gchat, hudson, (and most chat programs)
