I see a restrition in that error. Your host may not allow a funtion you need.

Check your php settings and you'll probably find that your host has safe_mode or open_basedir turned on.

On that note, if you can edit the php.ini look for safe_mode or open_basedir and turn them off.

I'm guessing he's on shared hosting or he would have turned that off already.

@AtiQ - If your host won't turn off safe_mode or open_basedir, ask if they support local php.ini where you can turn it off for yourself.
