How to upload file into File System

What file? Are you talking about generally on a site, or in vBulletin - attachments or custom avatars... that sorta thing?

try going into:

vBulletin Options - Server Settings and Optimization Options - Safe Mode Upload Enabled Yes
 
Yes I already done that....

after that, I try to moving from database into file system but still show

this message

Your server has PHP's SAFE_MODE enabled. You cannot move attachments to files while SAFE_MODE is enabled. Please contact your host and ask them to consider disabling it if you wish to use the file system for attachments.
