How to turn on visual editor?

I have some problem with my posting editor...it's work like normal editor..like one here in vbteam...I use 3.6.8...when I test the same file in another account in same server it's work fine...I don't know why this happen...can anyone help me..how to turn visual editor on?

***visual editor means when u copy a picture from another thread it automatically comes in ur editor when u paste it, u don't need to right click on picture and know the picture url location.

Thanks for ur reply but problem is this is already set by default..I yet not able to find any error.
