how to shift entire forum

i want to know how can i shift my entire vbulletin forum with all post and members from a webhosting to another webhosting. im noob in this field so if u tell me the process i will be gladful to u
 
im about to ask this also help i also want to transfer im in heliohost right now 150mb T_T and i want to transfer how should we do that?
 
make a full database backup in cPanel...

cPanel..
Backups..
Download Or Generate A full backup..
 
then upload the Home Directory >> public_html files

to the new public_html

and import the database with BIGDUMP or phpmyadmin
