How to restore database without ssh or telenet access

I want to restore my database taht i backup up from

my admincp. I tried to use phpmyadmin but it says

cannot read file its called vbulletin.sql

there are lots of things i have to fill out before i

import it anyone know what i am suppose to fill out

or if any1 can help me.
