How to move this one?

Im just wondering about
moving the forums

for example

I have Forum A and B

the forum A is first, the forum B is the seconds which means the B is at the bottom of A

Now, the question, how to move the forum B upward? so that the forum B will be the first forum

I experiment and hours, but i cant do it.

the main problem is " I did not replace the "1" to "2" all are one, so no changes, i must change the one.
