how to increase PHP Maximum Upload Size

In the main page of the admincp, at the top, there is a big square "Welcome to the vBulletin Admin Control Panel" with some technics specifications. One of theese says PHP Maximum Upload Size. In my vbulletin is 2 mb. How can I increase that size?
I have to move a db backup from a forum to another one but it is 10 mb and I can't upload it to the new forum.

If you use Cpanel you can use the restore funtion by clicking on the backup link,

If not ask your host to restore it for you.
