how to fix this problem

when i uplaod any avter from usercp then on the top i get this msg

You have some restrictions, ask your host about it.

...or you could try AdminCP -> vBulletin Options -> Server Settings & Optimization Options -> Safe Mode Upload Enabled -> set to Yes and Save.

Doesn't always work but it's worth a shot.
