How to fix ip ban problem

This is the first time to ban an ip address so i don't really know what to do. So i've added an ip address in user banning options under vbulletin options. My problem is most of the users including myself receive a notification saying their ip is banned even though their ip is not even matched to the banned ip address.
 
Did you ban a full IP or a range?

Banning a range may result in anyone from that area or carrier to be banned.

Example:

Full: xx.xxx.xxx.xx
Range: XX.*

Anyones IP starting with "XX" would be banned. Banning a full IP will just restrict that user.
