how to create a master design page then all other pages use that master design

i have a backend and im sick of copying the css, and design layout each time i create a new page. how can i easily keep a master design and every new page i create i can write whatever i want and it will use the master design and tabs that ive set?i dont want to get into smarty or anything related to that because its gonna take time to learn it. is there another alternative preferably something easy and fast?thanks
