Show the last post up of the first post, how change this?

If I understand you, you want the newest post in a thread to be displayed first. You cannot change this globally for all users as it must be done in the usercp: UserCP -> Edit Options -> Thread Display Options.

To make this default for all future users: AdminCP -> vBulletin Options -> User Registration Options -> Default Registration Options.
