How to certain usergroup can upload attachment but can´t donwload/see attachments

well all i now is tehre is a mod that only lets people dload the attachment if they got a certain number of posts! its in 3.7 mods and addons

it is for vbtt in order to prevent low ratio download but yes upload

But I can´t choose between download or upload, If a determinate usergroup can ´t download attachments can´t upload too, try if u want in ur cp permissions.

I am wanting to do this to for vbtt. It would be great if someone can help with if a user must have a ratio of .8 before he/she can dl the attachemtn...
