If you already have a template and want to change the background. Then Right Click and view image for the location and upload your new background to that location via FTP.

If you want to add a new background to vbulletin's template, go to Admin CP > Styles and Templates > Style Manager > Drop down list of your template click "Main CSS" > Standard CSS Attributes > add background image:

^Make sure the image location is the location of your image on your server. What I posted above was an example.
