How many links in a site that will be considered as backlink?

Anyone can explain how many links we need to create in a site to be considered as a backlink?

For example, I have a my own column in a news website (that has PR 7) then in that column I put my links (3 links)

One link is http://anvietson.info/ --> My website
Another link is T
