How do you place a banner in sig file for Outlook Express?

How exactly do I place a banner in a sig file? Someone posted this in a forum "I use outlook express and I know this doesn't work with all email programs, like Netscape and maybe others. <br />

In outlook express, when setting up the signature line, I have a choice of a text line or a file. I chose a file. I composed my signature line like an webpage, (which you can do in many Microsoft programs if you don't have an html editor,) and saved the file as an html file. Then in outlook express, under tools, options, signatures, I chose the page I just created." <br />

The bit I don't get is where "I compose my signature like a webpage" Can someone explain this please? I kno how to link a banner on my web site to another site......<br />
