how do i set notice?

can anybudy explain me how do i set notice like this forum Donation Thing?

if your running 3.7 it comes with it

Admin CP >> Notices >> Add New Notices

if not there is an addon for 3.6

Someone posted the code for that donation block here yesterday. It is an addon to the Navbar I think and not Notifications, although notifications can do some neat stuff it can not display like the Donation block on here. The notices block will accept HTML and Javascript happily, btw.
