I think that's what he must mean because you can easily get one for free here:
And to set-up one, it's pretty self explanatory. The main problem alot of people seem to have is setting one up though. You need to know your MySQL information and server information which you can easily get from your webhost.
Just download the software and follow the instructions in the readme file. It's pretty self-explanatory from there.
I'm sure other people can help you out as well by going into a more-depth explanation if you need it. You can also check out the Online Manual that vBulletin has up at their official site as well found here:
