How do i change my VB Skin?

Um....did you upload a new theme yet? if not it wont do you any good to try and change the theme as no other one will be there. I suggest you read up on vbulletin and all the great add-ons and modifications that come with or could be added.

from your host > public_html > www > yoursite > this is the root area now themes can be placed in images or styles or in the root dir.

It just depends on what theme you like and install most all come with instructions.
 
If you've already imported and uploaded a skin:

AdminCP > Styles and templates > Style manager

There you will see the ones you have imported, and can add a skin at the bottom [Add new style]

However, if you wish to change the default skin: AdminCP > Vbulletin Options > Vbulletin Options > Style and language settings. Here, you also have the option to allow users to change styles if they wish.
