How do I add a page with the same theme as the forum

Like a home page like that and it matches with the forum theme. How do I do that?

I think he mean how to make a page to be use as a portal using the same skin of the forum and I believe he used that one as a sample.

It will be good to know how to even myself will love to remove the portal and make my own page instead
