How can I know the quality of backlinks, are there hamful backlinks ? should i deleted backlinks from low ranked pages?

by the way, a domain .cc "like ve may bay .cc" should be a commercial name to seo it in the future. Someone said to me that .cc is quiet difficult to seo up.

Also, I strongly suggest looking at links in terms of getting more qualified visitors instead of links as a pure SEO technique. My 2 cents. The quality of backlinks depends on many factors. For example pagerank of that website, Alexa rank,being Dofollow or nofollow,number of external links, structure of internal links, quality of backlinks for that website and etc.
And about optimizing .cc domains, i don't see difference between optimizing this extension with others. However i myself prefer .com, .org or .net domains. try to get dot com domains.
make sure about quality back links.
link with the website that are reputed and trusted.
try to link with high pr directories. 1. Outbound links would hurt your own sites but not inbound links.
2. You don't need to delete inbound links or usually you might not be able to perform such jobs. All backlinks would benefit your sites even if they are from low PR sources if only they are decent.
3. Domain suffix would have no impact on your SEO jobs, IMO.

Juliensimon has made it quite clear, there is no "harmful" links which would hurt your site ranking, they simply hold less value compared to quality links. How to tell the links are valuable or not? Here is a simple method, the links you get with hard work are better than links you get with spammy techniques. Low quality backlink won't do harm to your website. Don't worry about it. More is better. Just think about the fact that, if someone can do harm to your webiste by putting a backlink to his, then it is quite risky for any webmaster, google would not like to see this. Yes i also agree, you can't control the sites linking you, but you are responsible for sites you link to. So, you might have got what i mean to say.
