i have 2 user group ( registered user ) ( best user ) now in want convert all member in (best user) to registered user how can i do this ?

Delete the usergroup and you will get a notice like:

Are you sure you want to delete the usergroup called 'best user'?
(usergroupid: X)

All members of this usergroup will revert to the Registered Users group.

This action cannot be undone.

So the users will be revert as "Registered Users"

Have you considered he may want to keep both? If so.
Then go Users > Search for Users (the ones you want to move.)
Then find the Usergroup Options then move them into the group you wanted.
