membership of admingroup is not defined in the config.php but in the users table within the database. So you would have to edit the mysql dump you have, and change your group membership to 6

The steps you have to do are pretty simple:
Import SQL Dump
open DB in phpmyadmin or whatever tool you use to administer the db
select the users table, and change the membergroup id of the user you want to be admin to 6, where 6 being the admin group. As this is not your database, i am pretty sure you don´t have an user setup there, so good luck fecking around with the password for the admin account you trying to create

i hate those fools using ripped database, only because they like a site they want to become an admin of that site and cheating users from the original site, and the rules says no post of a "RIPPED DATABASE"
