Just about all hosts will allow you to install vBulletin. One is at Free Hosting, Paid Hosting, Reseller Services & VPS Servers : Byet Internet . You can sign up for a free hosting account and have it instantly. They do not allow warez. I posted a link in your other thread directing you to an install guide:
