vBulletin Options -> Message Posting and Editing Options -> Minimum Characters Per Post -> set it to 19 or whatever you want.

Ah, emotes are different. That would be AdminCP -> vBulletin Options -> Message Posting and Editing Options -> MAXIMUM IMAGES Per Post.
