Looks like you have

what you need to get them all in one row is

Oops! I just realized what the question was... In Ranks for the one you are trying to change, you have "Stack Rank" enabled. If you reset that to "NO" it should display side by side like your second example. User Rank Manager > Edit the UserGroup you want to change and find the Stack Rank about the fourth box down from the top.
