I have a friend that recommended me to ask this here so here I go...
I am trying to build a forum in my website. I Download ed a template from Free Templates (Illusion 102) but I have no idea what to do next...

they have detail instructions on how to install new themes.
next time you might want to search the developer's website first.There is a big difference between installing a forum and installing a skin. I believe you want to do both. phpbb.com will give you guides on both.
Either way this would belong in Server Side, because it has nothing to do with HTML.
