graphics in tables

there is a website that i really like, only thing is i am unsure what he has done to give it the look that i really like.<br />

what i like is how the menu is split into tabs and then down the bottom of the screen there is the blue bar that is rounded at the corners. this probably sounds pretty silly but i really like the look, have they designed the images with a program like photoshop and just inserted them into a table, or have they created it with html?<br />
