Gap at bottom of pages when there shouldn't be

I have a problem with a website I am making. In fact, it happens will all websites I seem to make these days.<br />

Here is a site I am building:<br />

Whenever you load up the page for the first time in your browser (first time in the browser, not first time ever), there is a gap that appears at the bottom of the page (and to the right hand side as well, which you only notice when in 800x600)<br />
If you refresh the page again, the gap disappears and the blue bar down the side touches the bottom of the window, which it is supposed to.<br />

Why does that gap appear (only every so often)?<br />

I have checked my code and can't think of any reason why it should sometimes appear. After all, if it WAS a code problem, wouldnt it be there permanently.<br />
