framset scrollbar problem???

I have built a frameset for a site I am working on and the scrolling attribute is set to scrolling = "NO" . All works fine on a pc, but on some pages on a mac the scrollbars kick in and ruin my layout.<br />

I am using a scrolling layer which may be causing problems, however I thought if you set scrolling to "no" the scroll bars would not appear.<br />
<br />
I have walked many roads but none have brought enlightenment yet, so I'm calling for help.<br />

I have tried it with the frameset outside of the <head> tags, but that didn't work either.<br />
