Frames...I'm really bad at them.

I want to build a page with a small frame at the top that shows a animated gif. The gif is kinda a big file so i wanna make it easier for people with slow connections by making the frame at the top so that at the bottom you could visit the pages below but without loading that big file over and over again. all that i would want to load is text. the logo would be loaded once and would stay at the top.<br />

But I've tried for a week to get this work and i can't. I really suck at html so if anyone could help me i would really appreciate their help.
