Frames and anchors

I'm having some troubles linking to an anchor within a frameset.<br />
<br />
Here's the problem:<br />

I have two menus, one on top of the screen and one to the left. Whenever you click on a link to the site (from another site), those menus automatically come up. (It's important to mention that I'm not the one who designed the site; I just maintain it.) I do not know if that's what's causing my trouble.<br />
<br />
One of the Web site's pages contains info about the latest news. At the top of the page is a bulleted list. When you click on one of those items, you wind up further down the page at a longer explanation thanks to anchors.<br />

What I would like to be able to do is to link to those anchors from other pages on the site. I can't find a way to do that. Whenever I type a link with an anchor, I end up coming to the right page and to the right anchor for half a second. Then I'm redirected to the top of the page.<br />

Hope you understand what I mean and hope someone will be able to provide a solution.<br />

Then again, I'm really not very good with frames.<br />

I want a way of being able to do it so that links from other sites will link directly to the anchor too.<br />
