I didn't see a Frame's forum in here...I hope it would go in here. Its' realated.
#1: Can I add an image utilizing css on top three frames? If so, how would i do that.
#2: Can I add a Frame on top of a Frame?
I need to place an swf file on top of a site which contains 3 frames. If anyone has any suggestions, that would be great.

Frames are a thing of the past and no web developer with even rudimentary knowledge uses them I, being a Frames proponent myself (I agree CSS is better, but only reluctantly), would be glad to help you, if only to watch Vladdy turn colors.
1) If you're asking if you can have a frame containing just an image, you have to code a page, with just that image on it, then link it to the frame (I think). It may be possible to link to the image directly. Feel free to try it.
