fourm homepage?

I am using vBulletin 3.8.0 i have worked on a fourm before where we had 3 columns left side had random things like links and different things where we could add HTML code. The Middle had a feed of current posts in the News Fourms. and the far right had the welcome back thing where your current PMs were. and more random things that we could add. On that forum i had played with it and you could adjust the position of everything with values ranging from 0-100 so. how do i do this on my new forums?

Yeah you want a portal script like vBadvanced or something. I have created one (see my sig) but am currently re writing it making it cleaner and with more features and options.
