thats from vbenhancer and you have to sign up and make a 10$ payment to get it, i dont think it will be released here since nexia (the owner) is a part of the vbteam i know im not releasing it ;P

but you go to vbEnhancer.com and make an account and then sign up for the 10$ 20year plan and you can download all the awsome mods
