I have found that directory submission is a good way to get free quality links. The only downside is that it can take weeks to months for your links to get put up and it does take a minute or two to fill out each application but if you have a very low budget (like me) it is a pretty good option. Just going to google and doing a search for something like "link directory" or "free link directory
