Flooded keyword in home page - quick links

Will the quick links on the homepage be considered as spamming?Look at this site http://www.silvermessages.com they have lots of keywords on their homepage in the form of product's quick links.Is this allowed?? This particular website stands first in SERPFirst for what search?Silver jewelrythat is the best keyword in our tradeMy question is whether it is considered as spamming?? Now thank god it came back. I had server problem too, may be bcos of it.that is the reason for asking.Did you ever get the answer to your question? I would be interested to know.It would be interesting now that google is changing the way it handles links.Although I never seen any outbound links and didn't check the inbound links for it. The fact that they do not have 100s of outbound links to various unrelated websites may well have contributed to that position as well as the repetition of keywords.The question is now google is changing how it handles links, will it affect internal links of this nature as well as unrelated links.I personally don't think this would qualify as spam. When I look at this site, from a visitor's point of view, all of the links make sense - and in addition, they're all using different keywords. If the site used the keyword "silver jewelry" repeatedly and in an unnatural way, whether within links or not, I think it would probably be considered spam and might draw a penalty from the SEs.Sam
