You will need a flash editor like adobe flash creator. Their is also several free flash creators. Just use google.
If you simply mean "Animated" & not flash, their is also several photoshop guides to make such an animation occur.
For example:
I did this a few weeks back for a forum contest. This was done in just photoshop. Not image ready or any gif animator. 100% photoshop. I did the image & all.
