I know they have a hack similar to this, but its only a Country flag and not a region. At least thats how I perceive it as; the link the original poster posted on those threads I searched linked to another mod than what I originally wanted.
Check out the link and you will see how it is different. If you find the link that matches exactly what I specified then you proved me wrong and I am sorry for not looking hard enough. Otherwise I'm still here waiting for that mod. Thanks!
