Just wondered seeing as I'am using town and city names in alot of my file names can you should you use capital letter(s) in the file name will this effect seo

Mark Using capital letters would not make any changes, but as you are mentioning City names I would recommend you use capital letters. NO,
using capital latter is not effect to seo, that is for only users, is your title seem very nice user will click on your website It's the same.. it has a different effect only when you are using windows or linux servers.. but not for seo Capital letters are not effective for seo purpose, especially for file name part.
