external DTD help

I've had located my DTD file in the external server , therefore I insertedthe statement:<!DOCTYPE Document SYSTEM "http://www.uccfile.com/nyxml/DTD-File11152000.dtd">in our xml, but it whenever I parse the XML file I receive anerror message saying:The system cannot locate the resource specified. Error processing resource'http://www.uccfile.com/nyxml/DTD-File11152000.dtd'.but this dtd file do exist over the other side......HELP
