Attempting to attach to database

Error description: mysql_connect() [function.mysql-connect]: Can't connect to MySQL server on '203.211.145.32' (4) /home/stacked/public_html/forum/includes/class_core.php on line 311

The database has failed to connect because you do not have permission to connect to the server. Please confirm the values entered in the 'includes/config.php' file.

Hi, im getting the above error. May i know where im wrong at?
 
Its saying you havent editted the config.php file correctly, you need to add your DB details and rename it from config.php.new to config.php

(I have answered your pm btw)
