Do you think I would get penalized if I dupliacted the home page and changed just a few pages.
For example:
Homepage might say 'Items for sale in Chicago'
then I make a linked page that says>
'Items for sale in Elgin'..
I'm trying to target different cities by doing this. Do this make sense, any thoughs? As has been mad crystal clear by Matt Cutts recently, there is no penalty for duplicate content unless its massive and malicious. At worst you will be pushed into the supplemental results.

Using this link format you can target multiple anchor texts pointed at the same homepage. It would work good with your idea to mix and match city names with your keywords.
